Hatfield Township Commissioners on Wednesday night approved a five-year deferral for sidewalk installation tied to the St. Maria Goretti land development project, advancing a proposal that had drawn community interest and discussion in recent meetings.
Under the resolution, the township and applicant agreed to delay sidewalk construction for up to five years from the recording of the land development plans.
In place of a traditional sidewalk, the plan calls for installation of a macadam path, offering what officials described as greater flexibility for pedestrian movement across the site.
Township staff said the deferral reflects a common practice in land development, allowing construction to proceed first while establishing a firm deadline for required improvements.
Commissioners clarified during the meeting that once construction is completed, the applicant must still meet the timeline for installing the path within the agreed-upon window.
A question from the public centered on enforcement, with a Lansdale resident asking how the township would ensure the improvements are completed.
"What mechanism was going to be put in place to ensure that the sidewalks were completed within that 5-year timeframe? Was there any agreement upon an escrow situation or anything like that?" asked Megan Kochersperger, who identified herself as a plant manager for the FIBER-LINE LLC facility at 3050 Campus Drive.
Solicitor Christen Pionzio confirmed that an escrow account will be required at the time of installation, consistent with standard procedures for public improvements, providing financial assurance the work will be completed.
Following brief discussion, the board voted unanimously to approve the resolution.
Commissioners also thanked members of the St. Maria Goretti community for their continued engagement throughout the process, noting strong turnout and communication leading up to the decision.
