Local Wendy’s Owner Fined Over Child Labor Violations

The owner of multiple North Penn area Wendy’s locations has been fined by the Pennsylvania Department of Labor and Industry for repeated violations of the state’s Child Labor Act.

According to a report in the Bucks County Courier Times, GCWen Management — which operates a total of 21 locations in Bucks, Chester, and Montgomery counties, including locations in Towamencin, Upper Gwynedd, Hatfield, and Montgomeryville — was recently fined $300,000 for 766 violations in 2023 alone.

Infractions include overworking teen employees past their legal number of hours, as well as denying mandatory breaks. Additional violations in the Courier Times report include:

  • 432 violations of failure to provide breaks before the fifth hour of work, 81 minors affected

  • 208 violations of excessive hours worked in a week, 34 minors affected

  • 18 violations of employing a child without a proper work permit, 18 minors affected

  • 98 violations of failure to notify a child’s respective school within five days of hiring a child, and failure to notify the school within five days of termination or resignation of employment, 98 minors affected

  • 10 violations of employing a child under the age of 16 without parental authorization, 10 minors affected

Authorities said the violations occurred at all 21 locations owned and operated by GCWen Management.

As part of the agreement, GCWen Management has been ordered to undergo training by the Department of Labor and Industry on the Child Labor Act.
