The Montgomery Township Board of Supervisors is scheduled to vote Monday night on a proposed traffic ordinance that would prohibit right turns on red at a key Horsham Road intersection.
According to the meeting agenda packet, supervisors will consider adopting an ordinance, which would amend the township’s existing “Right Turn Prohibited on Red Signal” regulations to add new restrictions at the intersection of Horsham Road (Route 463) and Stump Road.

Township staff are recommending adoption of the amendment in accordance with guidance from PennDOT.
In the proposed ordinance, township officials cite their authority under the Pennsylvania Vehicle Code and the Second Class Township Code to regulate traffic signals and enact measures to protect public health, safety and welfare.
The document states it has been determined that prohibiting right turns on red at this intersection would “better secure the health, safety and welfare of the citizens of the Township.”
If the ordinance is adopted, township personnel would be directed to install and maintain appropriate signage and traffic control devices to reflect the new restrictions. The measure would take effect upon enactment, as provided by law.
The intersection has already seen recent changes tied to traffic enforcement.

Police said that during the first 30 days, drivers who run the red light receive a written warning. After the warning period, violations confirmed by an officer result in a civil citation mailed to the vehicle owner. The notices include instructions for payment, requesting a hearing, and viewing images and video of the violation.
Officials noted that the citations are civil and do not impact a driver’s record, insurance rates or commercial driver’s license status.
The Horsham and Stump roads location is now one of three intersections in Montgomery Township equipped with automated red-light enforcement. The others are at Route 202 and Horsham Road, and at Bethlehem Pike and North Wales Road.
Supervisors will meet at 7 p.m. at the administration building on Stump Road.
