Hilltown Township officials have taken an early step toward regulating potential data center development, advancing a draft ordinance for further review.

At a March 23 meeting, the board of supervisors authorized sending the initial proposal to the township planning commission for feedback, according to the Bucks County Herald

Officials stressed the ordinance is still in its early stages, with additional revisions and public input expected before any final adoption.

The draft is aimed at setting zoning and operational standards for data centers — large facilities that store and process digital information — and comes as local leaders consider how the growing industry could affect infrastructure, utilities and surrounding communities.

Under the proposal, data centers would be allowed only as a conditional use in light industrial and heavy industrial zones. The ordinance outlines significant requirements, including a minimum lot size of 10 acres and large setbacks from residential properties, potentially up to 750 feet.

The draft also addresses quality-of-life concerns, with provisions for noise limits, landscaping and visual buffers. Developers would be required to submit acoustic studies and manage generator use, including restrictions on testing times and sound levels.

Infrastructure capacity is a central focus, with applicants required to demonstrate that electric, water and sewer systems can handle the added demand. Developers could also be required to pay for any necessary upgrades.

Additional requirements include traffic and economic impact studies, emergency response planning and the possibility of community benefit agreements to offset impacts, such as contributions toward parks, historic preservation or emergency services.

Township officials said the effort is intended to proactively manage a fast-growing type of development while ensuring protections for residents and avoiding added costs for taxpayers.
