Before a packed courtroom of Montgomery County detectives, prosecutors and police chiefs from jurisdictions throughout the county, Montgomery County District Attorney Kevin R. Steele and Court of Common Pleas Judge Risa Vetri Ferman swore in Thomas Nolan on Thursday, as the Deputy Chief of the Montgomery County Detective Bureau. 

Deputy Chief Nolan will serve under Chief Detective Mark Bernstiel in leading the 62 sworn and unsworn members of the Detective Bureau.

Nolan joined the Montgomery County Detective Bureau on Aug. 12, 2024, after retiring as the Upper Merion Township Director of Public Safety and Chief of Police. Nolan was with the Upper Merion Police Department for 39 years, serving as Chief since June 2012. He added the additional responsibilities of Director of Public Safety in January 2018. In addition to his responsibilities with Upper Merion Township, Nolan served as the Montgomery County Central SWAT Leader/Commander since 2001.

Since joining the Montgomery County Detective Bureau, Nolan has been responsible for “standing up” the new Threat Assessment Management Unit (TAMU). Nolan put together the seven-member team, created the unit’s framework and procedures, and launched the unit. TAMU is charged with investigating threats against public officials, schools, places of worship and other activities that endanger the community at large and individuals within the county.

“Tom Nolan is a highly respected law enforcement professional who brings extensive expertise to the Deputy Chief position. Not only is he an experienced leader but he also has extensive knowledge of Montgomery County and its many townships, boroughs and communities,” said Steele. “Chief Bernstiel and I are thrilled to elevate Tom to this leadership role within the Montgomery County Detective Bureau.”
