Child endangerment, corruption charges dismissed against man accused in Telford indecent exposure case

A man who was on the run for six months on felony burglary and numerous misdemeanor sex crime offenses has received six months of probation after pleading guilty to summary harassment in Montgomery County Common Pleas Court last month.

Police alleged Khalif Dwight Mumin, 22, who has no fixed address, punched and spit on a victim and exposed himself in front of a minor during an April 2024 incident in Telford Borough.

However, felony charges of burglary and criminal trespassing were withdrawn at a December hearing, and a misdemeanor indecent exposure charge was dismissed as well, according to court records.

During a pre-trial conference last month, a felony charge of endangering the welfare of children and misdemeanor charges of corruption of minors, simple assault, harassment, and open lewdness were all dismissed, according to court records.

At 9:40 a.m., April 2, police responded to a report of people fighting outside on North Third Street in the Montgomery County section of Telford Borough, with one man, later identified as Mumin, walking away from the scene, police said.

The victim told police Mumin entered her residence while she was asleep the night before, made something to eat, took a shower, and then got into her bed, per the affidavit. Police said the victim did not report Mumin to authorities because she is very scared of him, he is unpredictable and gives in because she is "frozen in fear."

On the morning of April 2, at 6 a.m., the victim asked Mumin to leave, as her friends were coming over, police said. The victim returned with a juvenile, two hours later, but Mumin was still in bed, naked, and refused to leave, per the affidavit. Mumin threatened to stab the victim, authorities allege, due to her friends coming over.

When one friend arrived, police allege Mumin became loud and argumentative, launched out of bed naked in front of everyone present, and continued to threaten the victim.

Two witnesses outside the home were able to see through a picture window and allegedly saw Mumin assault the victim, authorities said.

At least two people offered to take Mumin to Philadelphia, but authorities said he refused, exited the car, ran around outside threatening to “kill her,” and then fled on foot and disappeared before police arrival.
