Man charged in Montgomeryville shooting incident free on bail ahead of preliminary hearing

The Bucks County man accused of shooting at the feet of a victim 12 times and then headbutting them in an early morning shooting incident last month in Montgomery Township is free on $50,000 unsecured bail ahead of a Jan. 21 preliminary hearing.

Biliver Fernando Ramos, 24, of Buckingham Township, was arraigned Wednesday afternoon on charges of aggravated assault with extreme indifference, aggravated assault with a deadly weapon, and felony carrying a firearm with without a license, as well as misdemeanor charges of possessing an instrument of crime and two counts of simple assault in connection with a shooting incident that occurred exactly one month ago at 2 a.m. at Boca Del Mar restaurant in the 202 Marketplace.

Original coverage of the incident reported that Montgomery County dispatch traffic said there was someone shooting from a grey Dodge Ram, stating that “multiple [were] shots fired” and that the caller said suspect(s) seemed to be “shooting at random people.”

According to dispatch, the caller said they were hiding in place, but that the vehicle was still on location, near Boca Del Mar within the shopping complex. Police were able to obtain a description of the pickup truck and a license plate, with Pennsylvania tags displayed.

Montgomery Township Police Lieutenant Gerry Dougherty said last month that the matter was under investigation, and that there is no threat to public safety.

"There is no danger to the public," said Dougherty last month. "The incident is under investigation, and we have identified the individuals involved."

On Dec. 8, at 2 a.m., police responded to the restaurant for a report of a shooting. Upon arrival, police discovered an assault occurred, with Ramos allegedly shooting a gun 12 times at the feet of a victim, and then assaulting the victim by headbutting them twice.

The victim suffered injuries to the head and was treated at a local hospital, police said.

Montgomery Township detectives began an investigation, which included several search warrants and interviews with witnesses, police said.

The investigation led authorities to Ramos, and on Wednesday morning, investigators executed a search warrant on his home, according to police.

During the search, a gun suspected to have been used in the crime was recovered, police said.

Buckingham Township Police and the Central Bucks Special Response Team assisted in the investigation.
