The Montgomery County Commissioners have announced Dr. Tamra Williams as the County’s new deputy chief operating officer. Dr. Williams, who first joined the County in 2023 as director of the County’s Department of Health and Human Services, joins existing DCOO Tom Bonner in overseeing day-to-day operations of the County’s 18 departments and approximately 3,000 employees.

“I am thrilled that Dr. Tamra Williams will be joining the County’s senior leadership team as deputy chief operating officer,” said Jamila H. Winder, chair of the Montgomery County Board of Commissioners. “Dr. Williams is incredibly qualified, and she is also the first woman of color to hold this high-level senior leadership position at the County. I know she will add her unique perspective and experiences in a way that positively impacts every aspect of the County’s decision-making and operations—from our services and programs to our policies and communication.”

Williams is a licensed clinical psychologist with over 15 years of leadership experience in health, county government and non-profit settings. In her new role as DCOO, Dr. Williams will continue to manage the County’s operations relating to human services, with responsibility over the Department of Health and Human Services, along with the Correction Facility, the Youth Center, the Public Defender’s Office, and the Department of Public Safety.

Williams will work alongside current DCOO Tom Bonner, who will continue to manage the County’s administrative operations including Assets and Infrastructure, Human Resources, Information Technology Services, Purchasing, the Recovery Office, and the County’s Security department.

“Montgomery County proudly boasts a strong leadership team with the addition of Dr. Tamra Williams as deputy chief operating officer,” said Neil Makhija, Montgomery County Commissioner. “The work done by Montgomery County’s varied departments is diverse and far-reaching, so to take advantage of the unique and specialized skills possessed by our new DCOO is exciting. I know that she will lead County operations constructively and creatively as we embark on new projects for our residents and work together to achieve our goals for the County.”

“Welcoming Dr. Tamra Williams on board as deputy chief operating officer is an investment into Montgomery County and its residents as she brings a lot of value and experience to the table,” said Thomas DiBello, Montgomery County Commissioner. “We are very lucky to have her continue to provide knowledge and leadership in service to the County.”

"I have a deep appreciation for the magnitude and scope of serving the third most populous county in Pennsylvania,” said Dr. Tamra Williams. “I look forward to continued collaboration with residential, municipal, and political communities to ensure that Montgomery County remains an innovative leader in promoting economic stability and growth through health, wellness, and justice-related programs."
