The West Rockhill Board of Supervisors Wednesday, Dec. 18 adopted the township’s 2025 budget with no tax increases.

The balanced budget projects a total revenue and expenditures of $3,145,801. Highlights include $610,225 for road repairs, up from $550,063 in 2024, $13,000 for the Holiday House pool and $2,500 for the Pennridge Senior Center.

During the budget discussion, Supervisor Hal Schirmer requested the board’s consideration of a one-time $9,000 contribution to the Holiday House pool to fund a new pump. The request, however, failed for lack of a second.

Land development waivers

The board granted a land development waiver to the Telford Borough Authority (TBA) for the construction of building additions at wells 5 and 7. The building additions will house PFAS carbon filters aimed at bringing TBA’s contamination levels into compliance with the new EPA limit of 4 parts per trillion. Construction is expected to begin in March or April.

The board also granted a land development waiver to CSAC, Inc. for a 9,750-square-foot landscaping building on the south side of Forrest Road. The 2.8-acre site will include a one-way driveway for ingress and regress, eight parking spaces, a stormwater management facility and a 25-foot buffer on the eastern side of the property.

Conservation easements

Michael Schrameyer of the township’s conservation committee informed the board of a committee proposal to notify large landowners of the benefits of a conservation easement in order to protect their properties from development. The proposal follows a push by real estate agents and developers to purchase large local properties for development.

Letters will be mailed in January at the earliest, said Schrameyer. He agreed to provide a list of property owners to the board.

The board transferred its remaining $38,500 in American Rescue Plan Act (ARPA) funding to its general fund. The move comes on the heels of the December 31 deadline to allocate any outstanding ARPA funds. A request by Schirmer to allocate half of the funds to the Holiday House pool failed for lack of a second.
