Telford Borough Council adopts 2025 budget with 5 percent tax increase

The Telford Borough Council Monday, Dec. 9 adopted the borough’s 2025 general fund budget with a 5% property tax hike.

The budget projects a total revenue of $3,064,800 and total expenditures of $2,974,800, yielding a surplus of $90,000. The budget includes a property tax increase of 0.34 mills or 5%. The increase will amount to an extra $136 per year for the average property owner with an assessed home value of $400,000.

The borough plans to utilize the surplus to replenish its capital reserve fund, which is expected to have $290,000 as of December 31. The 2025 budget allocates $285,000 in capital expenditures for the replacement of the community building and a number of park improvements, including upgrades to basketball courts and handicap ramps, sidewalk repairs and LED lighting.

Recycling ordinance

Council approved the advertisement of a new municipal waste collection and recycling ordinance. The ordinance follows an updated intermunicipal agreement by the Northern Montgomery County Recycling Commission (NMCRC), which coordinates and promotes recycling activities among its 11 member communities.

Council member Bob Jacobus cast the sole vote against the ordinance, raising concerns about a provision giving NMCRC concurrent jurisdiction for recycling violations. Solicitors James Jacquette and Kate Harper countered that the ordinance requires the borough’s authorization for enforcement and that the NMCRC has “no desire” to prosecute residents for minor violations.

Street/parking changes

Council approved an ordinance containing a series of changes to one-way street designations and parking prohibitions. The ordinance removes the one-way designation for East Summit Street, a de facto two-way street, from South Main Street to Washington Street Eastbound. It also extends the parking prohibitions on West Summit Avenue from the corner of Acorn Avenue 50 feet toward Main Street, the west side of Acorn Avenue from West Summit Avenue to Reliance Road, and on West Summit Avenue from the corner of Acorn Avenue 50 feet toward Main Street for a distance 15 feet north of the alley at 423 Acorn Avenue towards Reliance Road on the east side of Acorn Avenue.
