A 64-year-old Hatfield Township man is accused of walking into Citadel Bank at Ralph’s Corner Shopping Center with nothing on but a zip-up sweatshirt, exposing his genitals to employees, citizens and juveniles.
Scott Bruce Fischer, of the 800 block of Waterford Drive, is free on $500 unsecured bail after being charged by Hatfield Police with indecent exposure, open lewdness, disorderly conduct and public drunkenness, according to charging documents.
On July 18, at 2:36 p.m., police responded to the bank at 2333 Welsh Road for a report of a man wearing only a zip-up sweatshirt and no pants, according to the complaint.
Upon arrival, police spoke to a manager who said a man, identified as Fischer, walked into the bank wearing just the sweatshirt and was nude elsewhere, police said.
Fischer was told to leave the bank due to being nude under his sweatshirt, at which time he argued with bank employees, unzipped his sweatshirt and revealed his penis to bank employees, police said.
Fischer was attempting to cover his penis with a plastic bag, police said.
Then, police went to McDonald’s next to Citadel Bank, and spoke to a manager, who related that Fischer walked across the parking lot of McDonald’s with his penis exposed toward Aldi Food Store, per the complaint. While Fischer was on McDonald’s property, there were juvenile customers inside of the restaurant, police said.
While at the McDonald’s, police saw Fischer cross Forty Foot Road in heavy vehicular traffic and pedestrian traffic toward Autozone at 140 Forty Foot Road, police said. There were several pedestrians and vehicles containing juveniles that were able to view Fischer in his state of undress, per the complaint.
Police said Fischer had a blue zip-up sweatshirt that was unzipped, with a plastic bag near his genitalia.
Police made contact with Fischer, and police saw Fischer’s penis above the bag, per the affidavit. Fischer also consented to a portable breath test, which confirmed the presence of alcohol, police said.
Fischer was taken into custody by police.
A preliminary hearing is scheduled for Aug. 14 at 11:45 a.m. before Magisterial District Judge Edward Levine.
Fischer has retained Skippack attorney Martin Mullaney.
According to Montgomery County court dockets, Fischer is awaiting a preliminary hearing before Magisterial District Judge Adam T. Katzman on misdemeanor accidents involving damage to an attended vehicle and misdemeanor reckless endangerment stemming from a June Lower Salford arrest.
