A Hatboro man is in custody at the county jail after he was allegedly found passed out in a stopped vehicle on Morris Road and later resisted arrest and threatened police.
Pennsylvania State Police were dispatched to the intersection of Morris Road and Blue Fox Drive at 2:19 a.m. on Nov. 15 for a report of a vehicle stopped near the intersection. Dispatch reported the vehicle was running with a person inside, according to charging documents.
Arriving troopers said they located a running silver Scion TC that was blocking the westbound lane with a male, later identified as 29-year-old Micheal Conrad, seated in the passenger seat. Conrad was described by police as "passed out,” and he initially did not respond to the emergency lights or commands from police.
Upon waking, Conrad appeared disheveled with slurred speech and smelled of alcohol, police said. A can of Bud Ice was also located on the floor behind the passenger’s seat, according to investigators.
Conrad was described by police as rambling about things unrelated to the incident, and was quoted as saying he had "no idea” how he had gotten to the intersection. He also exhibited additional signs of intoxication, at which point police attempted to take him into custody, according to the criminal complaint.
Police said Conrad began to resist arrest and began making threats towards the troopers. Conrad attempted to run from police, but was quickly taken back into custody, according to police.
A background check showed Conrad’s driver’s license was suspended due to a prior DUI conviction, police said, and he later declined to consent to a chemical blood test.
As a result of the incident, Conrad has been charged with one felony count of DUI as well as misdemeanor counts of resisting arrest and disorderly conduct, and related summary offenses.
Court records show Conrad was arraigned later that morning, at which point bail was set at $5,077 cash with an additional probation detainer being filed.
His next court appearance is a preliminary hearing on Nov. 27 at 11:15 a.m. in front of Magisterial District Judge Albert Augustine.
