Repeat Sex Offender from Chalfont Sentenced to Prison, Probation for Possession of Child Pornography

A registered sex offender from Chalfont is heading back to prison after pleading guilty to possession of child pornography.

William Parson, 35, was sentenced on Tuesday to 2½ to 5 years in prison, followed by five years’ probation, after pleading guilty to one felony count possession of child pornography. Parson, who carries the classification of Sexually Violent Predator, has also been barred from having contact with his victims and using any device with internet access upon his release.

Parson was initially facing an additional charge of manufacturing child pornography; however, records show that charge was dismissed during his preliminary hearing.

In March 2021, Bucks County Detectives received an Internet Crimes Against Children (ICAC) report from the National Center for Missing and Exploited Children (NCMEC) concerning suspected child pornography that had been sent through a Yahoo email address. The report indicated that the images — which were unfamiliar to the NCMEC database and were believed to be homemade — allegedly depicted adult male genitalia and a nude adult male edited into innocuous images depicting two prepubescent females and two adult females.

Subject lines for some of the emails included "whores,” "dirty f-----g whores,” and "girls with d—ks,” according to a review of the charging documents. In total, the ICAC report contained 52 images containing superimposed images of children depicted doing sexually prohibited acts, all of which were manufactured and possessed by Parson, and many of which included Parson nude or his genitalia, according to the complaint.

Investigators were able to trace a phone number associated with the email account to Parson, at which point they learned that he was a Tier One sex offender under Megan’s Law due to a January 2016 possession of child pornography conviction in Upper Moreland Township.

In February 2022, investigators interviewed the two adult women who were depicted in the images, along with their juvenile daughters. Both women stated they had a prior history with Parson, but neither had any contact with him in many years. Through the interview, police determined that Parson had retrieved images of the women and their daughters from their Facebook pages, then photoshopped himself into the images to make it appear as if the women and their daughters were engaged in sexual acts with him, according to the complaint.

Investigators said that after learning of the images, both women expressed extreme concern for the safety of their children.

Several weeks later, investigators spoke with Parson at his home on Township Line Road, at which point he allegedly admitted to having urges to view child porn and confessed to creating the photoshopped images, the report states. Parson also allegedly told investigators that he has "a connection with [one of the victims],” and a review of his cell phone revealed more photoshopped images, as well as two unrelated images of child pornography, according to the complaint.

Charges were officially filed against Parson on March 8, 2022.

Prior Child Pornography Arrest

According to a report by Carl Hessler at the Daily Local News, Parson was sentenced to 11.5 to 23 months in the Montgomery County Correctional Facility in January 2016, following a guilty plea to charges of possessing child pornography and criminal use of a communication facility. Court records indicate that Parson was also sentenced to 10 years’ probation upon his release, and he’d have to register as a Tier One sex offender under Megan’s Law.

In that investigation, which began in March 2015, detectives downloaded five movie files depicting juveniles engaged in sex acts from Parson’s computer on a file sharing network. Another eight images of child pornography were recovered from Parson’s laptop computer, and an associate later tipped off investigators to a videotape and two memory cards, which contained images of children under 12 being sexually abused, according to Hessler’s report.
