Homeless Man Charged with Felony Trespassing for Squatting in Closed Car Wash on Bethlehem Pike, Police Say

A homeless man with ties to Bucks and Montgomery counties has been arrested after he was allegedly found living inside of a car wash that was temporarily closed for renovations.

Ryan Foulks, 36, has been charged with felony criminal trespassing along with misdemeanor counts of criminal mischief and obstruction, and a summary count of theft of services, in connection with the arrest. He is currently in custody at the Bucks County Correctional Facility in lieu of 10% of $25,000 cash bail.

Police were dispatched to the 4800 block of Bethlehem Pike at 6:38 a.m. on Jan. 14 after receiving an anonymous report of a wanted subject — identified as Foulks — who was allegedly living inside of the Whiz Wash Car Wash while it was closed for renovations. Upon arriving to the location, police said they knocked on a locked door and heard Foulks scream out as if he were startled awake, but when they advised he was under arrest, Foulks remained silent and ignored warnings that the door would be breached and a canine officer would be sent in.

After repeated warnings, police said they breached the door, sent in the canine and took Foulks into custody at taser point without further incident. He was then transported to the Telford Borough Police Department due to having active warrants for his arrest, police said.

Inside of the room Foulks was staying in at the car wash, police located a propane heater and extension cords from a neighboring business that Foulks was using to power a television and camera, according to charging documents.

Court records show charges were officially filed against Foulks on Jan. 30, and he was arraigned on those charges on Feb. 7. His next court appearance in this case is a preliminary hearing on May 5 at 1 p.m. in front of District Judge Regina Armitage.

A review of court records in Bucks and Montgomery counties shows Foulks has had more than a dozen arrests and convictions dating back to 2008, however none of the charges ever exceeded the misdemeanor level in either county. Most charges were in relation to simple assault, drug possession, and DUI, and he received varying sentences from probation to short-term jail sentences.
