Submission: Towamencin Government Study Commission Update

(The following announcement was provided by the Towamencin Government Study Commission.)

The Towamencin Government Study Commission has conducted three public meetings with its fourth scheduled for Feb. 15 at 7 p.m. It will be held at the Towamencin Township building, located at 1090 Troxel Road. At this meeting we will be presenting an analysis on the sewer sale.

The purpose of the Towamencin Government Study Commission is to explore the ways a home rule charter could change the outcome of the pending sewer sale, add citizen participation through referendum, and add transparency to Towamencin’s operations.

The Government Study Commission must hold at least one public hearing. The date for the public hearing is March 1 at 7 p.m. at the Towamencin Township Building. The commission is also required to issue a report with their findings. If approved, copies of the final report and the charter will be mailed to residents. There will also be a Town Hall on April 24 at 7 p.m. at North Penn High School.

The study commission is currently drafting a Home Rule Charter. The draft charter is considered a working document. The commission welcomes public input. The draft charter defaults to provisions to Class Two Township code, which is the current government structure. There are no changes to financial procedures, limitations on rates of taxation, and no changes in general operating procedures. The draft charter prohibits the sale or long-term lease of potable water, wastewater, and stormwater systems to non-government entities. The draft charter also adds initiative and referendum procedures as well as minor digital transparency requirements.
