Towamencin Government Study Commission Announces Town Hall on Home Rule Charter

(The following information was provided by the Towamencin Government Study Commission.)

On March 1, the Towamencin Government Study Commission unanimously voted to send a ballot question to the county, which proposes a Home Rule Charter for Towamencin Township. Towamencin voters will be asked to accept or reject the Home Rule Charter at the polls on Tuesday, May 16. This proposed charter was developed with input from the community and with three (3) specific goals in mind:

  • Prohibit the sale or long-term lease of potable water, wastewater, and stormwater systems to nongovernmental entities
  • Add initiative and referendum procedures, including a referendum requirement for asset monetization that is above 25% of the township budgeted revenue
  • Add minor digital transparency requirements.

The proposed Home Rule Charter defaults its remaining provisions to Class 2 Township code; that is to say, there will be no changes in elected offices, no changes to financial procedures, no changes to the limitations on the rates of taxation, and no changes in general operating procedures.

The commission invites residents and/or ratepayers to attend a Town Hall on Monday, April 24 at 7 p.m. at the North Penn High School Audion at 1340 S Valley Forge Road. During the Town Hall, we expect to discuss the charter in detail, as well as address any questions from residents, taxpayers, or sewer ratepayers. During the Town Hall, guests are invited to participate in a food collection drive. Please consider bringing an item to support Shepherd’s Shelf, an emergency food cupboard located in Kulpsville. Some of their needs are:

  • Laundry detergent
  • Paper products (tissues, paper towels, toilet paper)
  • Ground coffee
  • Condiments
  • Canned goods
  • Personal Care Items (shampoo, conditioner, shower gel)
  • Cat Litter
  • Canned Dog Food
