An undercover sting in Montgomery County aimed at arresting
child sex predators resulted in the arrest of five area men last week.
The operation, led by the Montgomery County Detective Bureau
and including Internet Crimes Against Children-affiliated detectives from
Conshohocken, Upper Providence, Lansdale and Ambler police – as well as the
Department of Homeland Security — initiated last week across multiple social
media platforms. Investigators said each of the five defendants engaged in “extensive
online and text communications” with undercover detectives posing as a
14-year-old boy or 14-year-old girl.
All five men engaged in sexually explicit electronic
communications with what they thought was a minor child, and some of them sent
sexually explicit photos to the purported juvenile, according to charging
documents. Each of the defendants then appeared at an agreed-upon location in
Conshohocken, where they were subsequently arrested, investigators said.
The accused and their charges are as follows:
- Onesimo Rodriguez Campos, 27, of Norristown — unlawful contact
with a minor, attempted involuntary deviate sexual intercourse, attempted
statutory sexual assault, criminal use of a communication facility, and related
offenses. Campos was arraigned before Magisterial District Judge Deborah
Lukens, who set bail at $50,000 cash. During a bail review hearing, Court of
Common Pleas Judge Garrett Page reduced bail to $50,000 unsecured, and the
defendant was released. A preliminary hearing is scheduled for 11:15 a.m.,
Sept. 28 before Judge Lukens.
- David Kohlmeier, 46, of Devon — unlawful contact with a
minor, attempted involuntary deviate sexual intercourse, attempted statutory
sexual assault, attempted aggravated indecent assault, criminal use of a
communication facility, and related offenses. Kohlmeier was arraigned before
Magisterial District Judge Harry Nesbitt III, who set bail at $99,000 cash.
During a bail review hearing, Court of Common Pleas Judge Henry Hilles III
reduced bail to 10% of $99,000, and the defendant posted bail and was released.
A preliminary hearing is scheduled for 10:30 a.m. Sept. 28 before Judge Lukens.
- Allan Lattanzi, 57, of Lower Providence — unlawful contact
with a minor, attempted involuntary deviate sexual intercourse, attempted
statutory sexual assault, attempted aggravated indecent assault, corruption of
minors, criminal use of a communication facility, and related offenses.
Lattanzi was arraigned before Magisterial District Judge Katherine McGill, who
set bail at $50,000 cash. During a bail review hearing, Court of Common Pleas
Judge Page reduced bail to $5,000 cash, and the defendant posted bail and was
released. A preliminary hearing is scheduled for 11:30 a.m. Sept. 28 before Judge
Lukens.
- Kenneth Sugalski, 49, of Conshohocken — unlawful contact
with a minor, attempted involuntary deviate sexual intercourse, attempted
statutory sexual assault, criminal use of a communication facility, and related
offenses. Sugalski was arraigned before Judge Nesbitt, who set bail at $99,000
cash. During a bail review hearing, Court of Common Pleas Judge Hilles reduced
bail to 10% of $99,000. The defendant was remanded to the Montgomery County
Correctional Facility. A preliminary hearing is scheduled for 10:30 a.m. Sept.
28 before Judge Lukens.
- Ashish Verma, 37, of Norristown — unlawful contact with a
minor, attempted involuntary deviate sexual intercourse, attempted statutory
sexual assault, criminal use of a communication facility, and related offenses.
Verma was arraigned before Judge Nesbitt, who set bail at $99,000 cash. He
posted bail and was released. A preliminary hearing is scheduled for 10:30 a.m.
Sept. 28 before Judge Lukens.
The cases will be prosecuted by Assistant District Attorneys
with the Family Protection Unit, according to the district attorney’s office.
