Lansdale Man Pleads Guilty to Homicide by Vehicle in Death of Bucks County Woman

A Lansdale man is awaiting sentencing after pleading guilty to all charges stemming from an August 2021 crash in Doylestown that claimed the life of 58-year-old Randee Travis.

Paul Foster, 25, pleaded guilty last week to felony charges of homicide by vehicle and accidents involving death or injury while not licensed, as well as misdemeanor counts of involuntary manslaughter and reckless endangerment, and summary counts of reckless driving, driving at safe speeds and disregarding traffic lanes. He is currently free on $50,000 unsecured bail as he awaits sentencing.

Foster initially had a trial scheduled for Aug. 29, court records show, however he instead entered the guilty pleas on that same date.

Doylestown Township Police were dispatched at 3:15 p.m. on Aug. 31, 2021, to the area of Route 202 near the Wells Road overpass for a report of a two-vehicle crash with one person unconscious and trapped inside of her vehicle. Arriving officers found a white Ford Explorer and a blue Nissan Rogue, both of which had sustained heavy front-end damage.

The Ford was on its side, and its driver — identified as Foster — was observed crawling out the rear of his vehicle as police arrived at the scene, the report states. The driver of the Nissan, identified as Travis, was pronounced dead at the scene, investigators said.

Crash scene investigators determined that Foster was traveling southbound on Route 202 at approximately 61 miles-per-hour — 21 miles over the posted speed limit — when he crossed over into the northbound lane, overcorrected and drove off the southbound side of the road, then again lost control and travelled back into the northbound lane, colliding head-on with the Nissan, the report states.

Investigators said Foster did not brake prior to the impact. Foster reportedly told police that he was looking down at his phone and lost control of his vehicle, according to the release.

Foster does not have a valid driver’s license, investigators said.

The case was prosecuted by Deputy District Attorney Robert D. James. A sentencing hearing has not yet been scheduled.

Prior Incident

Four days before the fatal crash in Doylestown, Foster was arrested on DUI and weapons charges following an incident in Middletown Township. Though the details of that incident were not readily available, Foster was ultimately charged with felony prohibited possession of a firearm, along with misdemeanor counts of DUI - controlled substance, possession of a controlled substance, possession of drug paraphernalia, and reckless endangerment.

Court records show on Aug. 16, Foster pleaded guilty to DUI, reckless endangerment, and possession of drug paraphernalia, with the remaining charges being dropped in exchange for his plea.

Foster was sentenced by Bucks County Common Pleas Judge Raymond McHugh to three-days to six-months in county jail, however with credit for time served, Foster was immediately paroled. Foster was also fined $1,000 and must undergo drug and alcohol treatment.
