Telford Man Accused of Exposing Himself to Neighbor, Charged with Indecent Exposure

A Telford man is facing charges after he allegedly exposed himself to a neighbor for the second time in eight years.

Andrew Smallman, 76, was charged with indecent exposure and disorderly conduct in connection with an incident that occurred on South Washington Street in late June.

According to the criminal complaint, Smallman’s neighbor went to the police station on June 29 to report an indecent exposure incident. The victim was described as visibly upset and shaking, stating that Smallman had allegedly fully exposed himself to her from his open garage door.

Police spoke with Smallman approximately 20 minutes after the incident was reported, at which time he denied the accusation and stated he had not been near his garage door, the report states. However, when investigators followed up with Smallman several days later, he allegedly stated “Well maybe I went out the small door in the garage and stood there for about 30 seconds, because the weather was nice.”

Smallman told police that he was not naked at the time, and was instead wearing a robe, according to charging documents. When asked if the robe was open, Smallman stated he wasn’t sure, police said.

Court records show charges were filed against Smallman on Aug. 22 via summons. He has not yet been arraigned nor has bail been set. His first court appearance will be a preliminary hearing on Oct. 11 at 2:30 p.m. in front of District Judge Regina Armitage.

Police said Smallman was previously charged in late 2014 after repeatedly exposing himself to the same victim. This is the first reported incident involving the two parties since that time, according to investigators.
