Montco Man Arrested Again on Child Porn Charges While Out on Bail

A Montgomery County man who was awaiting trial on hundreds of counts of possession of child pornography has been arrested again, after investigators with the Montgomery County Detective Bureau allegedly found sexual images of females between the ages of 3 and 12 years old on his phone.

Edward Elvin, 65, of Audubon, has been charged with 252 additional felony counts of possession of child pornography along with one felony count of criminal use of a communication facility, in connection with the new investigation. Additional charges will likely be filed pending the results of a forensic download of Elvin’s phone, according to the district attorney’s office.

Elvin was previously arrested in December 2020 on hundreds of counts of possession of child pornography, after investigators allegedly found more than 7,000 images on his digital tablet. More than 100 of those images depicted babies and toddlers being sexually abused, police said.

According to court records, Elvin has remained free since his arrest on $25,000 unsecured bail. A stipulation of that bail was that Elvin was not to have any personal access or usage of the internet.

The second investigation began last month, when county detectives received a Cybertip from Apple via the Delaware County Internet Crimes Against Children Task Force concerning images of child pornography that had been emailed between March 5 and March 7. Investigators traced the IP address Elvin’s home in Audubon and executed a search warrant on his home on April 28, seizing his mobile phone after an on-scene look at the phone allegedly revealed images of child pornography.

Investigators are currently awaiting the results of a forensic download of Elvin’s phone, according to the district attorney’s office.

Elvin was taken into custody and arraigned by District Judge Michael Quinn, who set bail at $99,000 cash, which places Elvin in general population at the Montgomery County Correctional Facility. A preliminary hearing has been scheduled for May 10 at 10 a.m. in front of District Judge Cathleen Rebar.
