Victim of Hatfield Police Shooting Identified, Was on Unsecured Bail for Aggravated Assault, Weapons Charges

Earlier this month, North Penn Now reported on an Upper Gwynedd man who allegedly stole a car, passed out behind the wheel, assaulted a medic attempting to render aid, and was later found to be in possession of a firearm with an obliterated serial number.

Court records show the man, identified as 29-year-old Sircar Brown, was prohibited from owning or possessing a firearm due to prior felony convictions, and was out on $10,000 cash bail stemming from a January incident in which he allegedly held his girlfriend against her will at knifepoint, then attempted to run her off the road after she was able to escape.

Brown was initially arraigned on the new charges on June 4 by Magisterial District Judge Michael Quinn, who set bail at $25,000 cash. However, a county bail review hearing was held two days later, which resulted in Brown receiving a bail adjustment to $25,000 unsecured from a county common pleas judge, based upon the recommendation of the county’s pre-trial services program, and despite prosecutors seeking an increase to $100,000 cash.

In the days that followed Brown’s release, Upper Gwynedd Township Police filed an additional misdemeanor charge of unauthorized use of a motor vehicle stemming from the June 4 arrest. A subsequent arrest warrant was issued for Brown, whom Upper Gwynedd Police Chief David Duffy described as “armed and dangerous” despite his recent release on bail.

Through independent investigation and corroboration through multiple anonymous sources, North Penn Now has confirmed that Brown was the victim of the officer-involved shooting in Hatfield Township on June 17, and he was being sought by police on the misdemeanor arrest warrant at the time of the shooting.

Duffy would not confirm that Brown was the victim, though he stated that Brown had successfully fled apprehension twice in the days prior to the shooting. A spokesperson for the district attorney’s office also declined to confirm Brown as the victim of the shooting, citing the ongoing investigation into the officer-involved shooting.

According to the district attorney’s office, Hatfield Township Police were dispatched to a home on Leon Drive near Orvilla Road at 7:31 a.m. on June 17 for a report of a suspicious male who was running through her backyard. North Penn Now has independently confirmed that the suspicious male was Brown, who was allegedly attempting to evade police at that time.

Upon arrival, police said they encountered Brown between two wood piles and ordered him to come out and show his hands. Brown refused to comply and was tased, at which point he allegedly charged towards police and was subsequently shot, according to the district attorney’s office.

A knife was recovered at the scene, police said. 

Police immediately rendered aid, and Brown was transported to Grand View Hospital in “grave condition,” where he immediately underwent surgery. North Penn Now has confirmed that Brown remains in critical condition at Grand View Hospital at this time.

Brown’s Arrest on June 4

Brown was charged with felony counts of aggravated assault against designated individuals, prohibited possession of a firearm, and possession of a firearm with serial number altered, as well as misdemeanor counts of possession of a weapon, simple assault, and reckless endangerment, and a summary count of public drunkenness, in connection with a June 4 incident in Whitpain Township.

Police were dispatched to the unit block of Windemere Drive at 12:51 p.m. for a report of an unresponsive subject. Upon arrival, police found Brown unresponsive behind the wheel of a running vehicle with his mouth open and his eyes rolling back, indicating he was under the influence of an unknown substance, according to charging documents.

As police attempted to awake Brown, police were informed that the vehicle had been reported stolen out of Upper Gwynedd Township, which was later described as “unauthorized use,” police said. This would later lead to the misdemeanor unauthorized use of a motor vehicle charge that was filed by Upper Gwynedd Township Police on June 10.

Back at the scene, emergency medical personnel from the Second Alarmers Ambulance arrived to render aid to Brown, at which point Brown awoke and allegedly attacked the tending paramedic. Police said Brown repeatedly swung his fists at the medic, pushed past officers and tackled the medic to ground, where the assault continued.

One of the officers on scene deployed their taser, which struck Brown and stopped the attack, according to the criminal complaint. Brown was then taken into custody.

As a result of the attack, the medic sustained an injury to his forehead, police said.

With Brown in custody, police said they noticed the black handle of a loaded revolver sticking out from a bag in the vehicle, The serial number of the firearm had been scratched off, according to the report. A review of Brown’s prior criminal history showed numerous felony convictions which would prohibit him from owning or possessing a firearm, police said.

Brown was arraigned later that day by District Judge Michael Quinn, who set bail at $25,000 cash. Court records show Brown was remanded to the Montgomery County Correctional Facility after failing to post, however he was released from custody two days later following his bail adjustment.

Brown’s Arrest on Jan. 2

Brown was charged with misdemeanor counts of possession of an instrument of crime with intent, terroristic threats, unlawful restraint, simple assault, reckless endangerment, harassment, accidents involving damage to attended vehicles, stalking, and false imprisonment, as well as summary counts of harassment and failing to stop and render aid, in connection with a Jan. 2 arrest in Upper Gwynedd Township.

During the early-morning hours of Jan. 1, Brown allegedly went to his girlfriend’s home and an argument ensued. Ultimately, Brown held his girlfriend against her will at knifepoint, until she was able to trick him and escape the home, according to the criminal complaint.

The girlfriend fled the scene in her vehicle, only to have Brown crash into her on South Broad Street in Lansdale in an attempt to run her off the road, police said. Brown then fled the scene on foot, but was apprehended several hours later, police said.

Brown was arraigned by Magisterial District Judge John Kessler, who set bail at $10,000 cash. Court records show that Brown posted bail the following day via a bail bondsman.
