A Lansdale man has been charged with homicide by vehicle and related offenses in connection with a vehicle crash in Doylestown Township that left one woman dead.
Paul Foster, 24, has been charged with homicide by vehicle, accidents involving death or injury while not properly licensed, involuntary manslaughter, reckless endangerment, driving on roadways laned for traffic, driving at unsafe speeds and reckless driving, in connection with the Aug. 31 crash.
Foster was arraigned Wednesday morning by District Judge Daniel Baranoski, who set bail at $50,000 unsecured.
According to a release from the Bucks County District Attorney’s Office, Doylestown Township Police were dispatched at 3:15 p.m. on Tuesday to the area of Route 202 near the Wells Road overpass for a report of a two-vehicle crash with one person unconscious and trapped inside of her vehicle. Arriving officers found a white Ford Explorer and a blue Nissan Rogue, both of which had sustained heavy front-end damage.
The Ford was on its side, and its driver — identified as Foster — was observed crawling out the rear of his vehicle as police arrived at the scene, the report states. The driver of the Nissan, identified as Randee Travis, was pronounced dead at the scene, investigators said.
Crash scene investigators determined that Foster was traveling southbound on Route 202 at approximately 61 miles-per-hour — 21 miles over the posted speed limit — when he crossed over into the northbound lane, overcorrected and drove off the southbound side of the road, then again lost control and travelled back into the northbound lane, colliding head-on with the Nissan, the report states.
Investigators said Foster did not brake prior to the impact. Foster reportedly told police that he was looking down at his phone and lost control of his vehicle, according to the release.
Foster does not have a valid driver’s license, investigators said.
The case is being prosecuted by Deputy District Attorney Robert D. James. A preliminary hearing has been scheduled for Sept. 13 at 2 p.m. in front of District Judge Mark Douple.
