A Delaware County man is behind bars on $1 million bail after investigators said he forced women to engage in sexual activities for his own financial benefit.
Cornell Scott-Milbourne, 25, of Ridley Township, has been charged with five felony counts of human trafficking – involuntary servitude, along with felony counts of aggravated indecent assault of a child, sexual assault, promoting prostitution, living off prostitutes and related offenses.
Investigators said they received a tip on May 10 regarding suspected prostitution activity occurring in two rooms at the Hampton Inn on Chemical Road in Plymouth Meeting. The person reporting the tip told investigators that there were two men, three women and a baby staying in the room, according to a release from the district attorney’s office.
The report states that the phone number provided to the hotel when renting the rooms was the same as a contact number in online advertisements offering sexual services. A detective responded to the ad by calling the number, at which point they were provided the prices for various sexual services, according to the report.
A search warrant was then secured and served for the two rooms.
Investigators said one of the women in the rooms provided a statement to detectives, detailing being held captive in the hotel room while being given drugs and being forced to have sex for money with unknown men. The victim stated that she was not allowed to keep any of the money, and all of it went to Scott-Milbourne, the report states.
Police said they found more than $3,000 cash on Scott-Milbourne at the time of his arrest.
“This human trafficking arrest is the first arrest by the new Special Victims Unit of our Detective Bureau but it won’t be the last,” said Montgomery County District Attorney Kevin Steele. “Human trafficking is abhorrent and needs to be stopped.”
Scott-Milbourne was arraigned by Magisterial District Judge Deborah Lukens, who set bail at $1 million cash. He was then remanded to county jail after failing to post bail, and his next court appearance is a preliminary hearing on May 25 at 9 a.m. in front of Magisterial District Judge Francis Barnhardt III.
