Convicted Murderer Had Handgun in Vehicle During Traffic Stop on Skippack Pike, Police Say

A Philadelphia man is facing felony weapons charges in connection with a traffic stop on Skippack Pike on Tuesday evening.

Tracy Plummer, 39, of Philadelphia, has been charged with prohibited possession of a firearm and firearms not be carried without a license, in connection with the incident.

According to the criminal complaint. Whitpain Township Police were dispatched to the area of Skippack and Penllyn pikes at 6:06 p.m. on May 11 for a report of a reckless driver. Police located the vehicle located the vehicle and initiated a traffic stop at the intersection of Skippack Pike and Valley Road.

The report states that as one officer made contact with the driver — identified as Plummer — a second officer outside of the passenger-side door observed a black handgun laying on the front passenger seat, within Plummer’s reach. When asked about the handgun, Plummer told police that it was his wife’s according to the report.

Police said that at that point, Plummer became nervous and would not comply with commands to step out of the vehicle. Out of concern for safety, the second officer then opened the passenger door and seized the handgun, the report states. Police identified the weapon as a Sig Sauer P320 that was loaded with 10 .40-caliber rounds, along with one round in the chamber, according to the complaint.

A check of the serial number showed that the handgun belonged to Plummer’s wife, police said.

Through a criminal history inquiry, police learned that Plummer was prohibited from owning or carrying a firearm due to a conviction on felony murder, aggravated assault and robbery charges in 1999. Plummer was subsequently taken into custody.

Plummer was arraigned the following morning by Magisterial District Judge Suzan Leonard, who set bail at $1,000 cash. Plummer was then taken to county jail after failing to post, and his next court appearance is a preliminary hearing on May 20 at 11 a.m. in front of Judge Leonard.
