Delco Man Accused of Harassing Congresswoman Madeline Dean with Vulgar, Obscene Voicemails

A Delaware County man is facing harassment charges after he repeatedly left vulgar, sexually explicit voicemails at Congresswoman Madeline Dean’s Cheltenham Township office, investigators said.

Stephen M Cilurso, 68, of Aldan, was officially charged with one misdemeanor count of harassment and one summary count of harassment on April 6, according to court records.

Investigators allege that Cilurso left a total of 19 harassing messages at Dean’s Glenside office in Cheltenham Township between Feb. 10 and Feb. 18. Those messages included vulgar, obscene and sexually explicit language directed towards the congresswoman, according to the Montgomery County District Attorney’s Office. Additionally, several messages referenced the Proud Boys and Dean’s testimony during the second impeachment of former President Donald Trump.

Investigators said the last message was sent after detectives told Cilurso to cease contacting the congresswoman. Cilurso does not live within Congresswoman Dean’s district, the report states.

Cilurso was arraigned on April 9 by Magisterial District Judge Christopher Cerski, who set bail at $25,000 unsecured. His next court appearance is a preliminary hearing on April 22 at 10:45 a.m. in front of Judge Cerski.
