Turnpike Scofflaw Accepts Plea Deal, Heavily Reduced Restitution

A Lansdale woman who was arrested following a crackdown by the Pennsylvania Turnpike Commission (PTC) has cut a plea deal with prosecutors in Bucks County.

Kelly Robinson, 32, of Lansdale, was originally charged in July 2018 with felony theft of service, as well as a misdemeanor charge of theft of service and a summary charge of driving on a suspended license, in connection with an investigation that revealed Robinson owed the PTC $66,553.43 in unpaid tolls and administrative fees.

As a result of a plea agreement last month, Robinson will only have to pay $8,387 in restitution to the turnpike commission.

Court records indicate Robinson entered a negotiated guilty plea on the misdemeanor charge of theft of service on April 15, and both the felony and summary charges against her were dropped. Robinson was then sentenced to five years of probation, and ordered to pay $8,387.90 in restitution, with $7,387.90 coming in monthly installments of $200 on the last day of each month.

Should Robinson pay full restitution and court costs in two years, the case will be closed and she will be released from probation, according to court records.

Robinson was one of four people to be prosecuted under the crackdown in Bucks County last summer. In total, Robinson evaded 840 individual tolls between December 2013 and September 2017, and had nearly 1,700 payment demand notices sent to her address.
