A Connellsville woman has been arrested on felony retail theft charges stemming from an incident that occurred at the Target in Montgomeryville on Saturday night.
According to the criminal complaint, members of the Montgomery Township Police Department were dispatched to the store at 10:43 p.m. for a report of a retail theft with an uncooperative suspect. Upon arrival, police encountered 44-year-old Caline Felgar who, when asked by police why they were there, allegedly replied “because I broke the law.”
The report indicates that Felgar approached the customer service desk and stated that she was the woman who had called earlier and wanted to speak to a manager. Felgar then allegedly stated that she had been in the store with her hearing-impaired daughter the previous week, and was treated rudely. Customer service then gave Felgar a $30 gift card along with $487.84 in cash for returned items.
While that was occurring, a loss prevention manager checked the security footage and discovered that prior to approaching the customer service desk, Felgar entered the store, filled a cart with the items that she said she had purchased the prior week, and took them to the desk to return them, the report states. When confronted by the loss prevention manager, Felgar reportedly tried to push past him but he gained control of her and detained her until police arrived, the report states.
A search of Felgar’s purse uncovered the $487.84 in cash, as well as a small amount of heroin and three cut straws with white residue on them, according to the report.
As a result of the incident, Felgar has been charged with felony retail theft, as well as misdemeanor charges of receiving stolen property, theft by deception, possession of a controlled substance and possession of drug paraphernalia. The felony charge was added due to a prior arrest for retail theft in Pennsylvania, as well as multiple convictions in Maryland.
Felgar was arraigned on April 7 by Magisterial District Judge Andrea Duffy, who set bail at $15,000 cash. She was then remanded to the Montgomery County Correctional Facility after failing to post bail. Her next scheduled court appearance is a preliminary hearing on April 15 at 11 a.m. in front of Judge Duffy.
