An Upper Gwynedd man who was accused of hurling racial slurs at his neighbor and exposing himself to their children has been sentenced to probation as part of a plea agreement with prosecutors.

An Upper Gwynedd man who was accused of hurling racial slurs at his neighbor and exposing himself to their children has been sentenced to probation as part of a plea agreement with prosecutors.

Gary Dunn, 65, pleaded guilty in late March to one misdemeanor count of disorderly conduct, which was changed from an initial charge of harassment, court records show. Additional charges of ethnic intimidation and indecent exposure were dropped in exchange for his plea.

Dunn was sentenced to 90 days’ probation and is prohibited from having further contact with his neighbor, according to sentencing notes.

Upper Gwynedd Police were initially dispatched to a home along the 1000 block of Welsh Road on May 9, 2023 for a report of a disturbance. Arriving police spoke with Dunn and his wife, who stated their neighbors had their young child alone in their backyard while the neighbors were in their front yard. Dunn claimed he began to record the child because no one was watching them and he feared for their safety, police said.

Dunn mentioned to police that the neighbors accused him of exposing himself to their child and using racial slurs, however Dunn denied the allegations, police said. Later in the conversation with police, however, Dunn’s wife mentioned that Dunn had used racial slurs towards the neighbors, according to the criminal complaint.

In speaking with police, the neighbors claimed they were fixing their fence when Dunn and his wife began recording them. The neighbors said Dunn began cursing at them, called the female neighbor a “Russian n----r,” then he exposed himself to them and their child while standing in front of his door, according to the complaint.

Investigators reviewed video from the neighbors which allegedly showed Dunn recording them and grabbing his genitals from outside of his clothes while sticking his tongue out at them. Dunn then lifted the leg of his shorts, exposing his underwear, at which point the video cuts out, police said.

When asked what happened after the video ended, the neighbors stated Dunn exposed his genitals, according to investigators.

Police note in the complaint that other incidents have occurred involving Dunn, including the alleged harassment of other neighbors that associate with his next-door neighbors. Dunn has also been previously heard using racial slurs towards his neighbors and others, according to police.

Charges were filed against Dunn on Sep. 13, 2023 via summons. His wife was not charged in connection with the incident.
